PEO
Professional Employer Organizations are companies that provide payroll, benefits, workers’ compensation, human resources, and retirement services for small-mid-size businesses. They do this through
Co-Employment/Shared Employment.
Companies find PEOs useful because they reduce liability, give access to Fortune 500 benefits at affordable rates, less expensive workers’ compensation, and SHRM-Certified HR guidance and expertise - as well as retirement including administration and 5500 reporting.
ASO/HRO
ASO/HRO - Administrative Services Only and Human Resource Outsourcing are companies that provide specific services to companies - such as payroll, human resources, workers’ compensation administration, retirement services, benefits, recruiting, and so on.
Companies find ASO/HROs useful because they can put together a solution based specifically on your needs. They allow you to customize your solution. They do not provide cost savings on insurance as a PEO does.

ASO/HRO Overview
ASO/HRO services are different than a PEO for a few reasons.
PEOs are required to do their client’s payroll by the Department of Labor.
PEOs operate on Co-Employment.
ASO and HROs are different because they don’t require any specific services. You have the freedom to pick and choose the services that you need.
Keep in mind that you won’t experience the same level of savings as you do with a PEO.
ASO/HROs offer Payroll, Health Insurance, Workers’ Compensation, Human Resources, and Retirement. They are great for small and large companies alike because of their flexibility in services.
